「英語にハマりませんか？」No.71

苦手（？）のEconomist誌10月5日号から3本ほどピックアップしました。

今週号のトップ記事は、これ以外にはないでしょう。

「America's government shutdown

No way to run a country

The Land of the Free is starting to look ungovernable. Enough is enough」

だいぶ怒っています。

「The Land of the Free」というのは、アメリカ国家で「O'er the land of the Free, and 

the home of the brave?．．．」と出てきますが、「どこまで自由なんだ！」という

目いっぱいの皮肉ですね。

この記事の内容は、色々なところで紹介されると思いますので、結論だけ見てみることに

します。

「In the longer term, America needs to tackle polarisation. The problem is especially 

acute in the House, because many states let politicians draw their own electoral maps. 

Unsurprisingly, they tend to draw ultra-safe districts for themselves. This means that 

a typical congressman has no fear of losing a general election but is terrified of a 

primary challenge. Many therefore pander to extremists on their own side rather than 

forging sensible centrist deals with the other.」

長期的には極端な対立を避ける必要がある。

この問題は下院でより深刻だが、その原因としては、多くの州で選挙区の線引きを政治家

自身が行えることである。その結果、自分が絶対勝てるような線引きを行う。そうなると、

議会の選挙ではなく、予備選に負けることを恐れる。

ということで、穏健派よりも、ラジカルなグループに媚びをうることになっているというわけです。

なるほどねとは思いますが、どうやって変えるのかね。

ということで、最後の一言は、

「It is time for less cliff-hanging, and more common sense.」

次は、日本の記事。もちろん、アベノミクスです。非常にstraightforwardなタイトル。

Third arrow, please

The prime minister is right to raise the consumption tax, but must do more to 

boost Japan’s growth」

これも、さんざん聞かされている内容（だと思う）なので、最後のセクションだけ引用します。

「Shoot, Shinzo」というサブタイトルです。

経済番組などのよく聞かれる第三の矢が重要であるが、首相の約束した改革については

今のところがっかりした結果に終わっているという指摘です。

「Given the uncertainties, the third “arrow” of Mr Abe’s programme—structural 

reforms which, in the long run, are expected to raise Japan’s potential growth 

rate—should assume much higher prominence. The sweeping reforms the 

prime minister promised in June proved, in the event, underwhelming ........」

今後行う提案には思い切った（ラジカルな）政策が必要であるとして、

「This time it must include radical proposals to consolidate farmland, increase 

competition in the provision of health care and ease the rules on hiring and 

firing......」

ということで、こういう改革に比べれば、消費税を上げることはたいしたことではない。

「......those reforms, rather than the tax, will be the measure by which Mr Abe 

and his contention that Japan is really back will ultimately be judged.」

まさに、アベノミクスの真価が試されるということですね。

最後は、スポーツの話題です。それもフリスビー。

今アメリカでは、フリスビーのプロリーグが2年目に入ったようです。

私も知らなかったが、多くのアメリカ人も同じようです（「The excitement is almost 

overwhelming. Yet incredibly, many Americans still do not realise that 

“ultimate”, or formalised Frisbee-flinging, is now a serious sport．．．．」）

チャンピオンシップを争う決勝は7月にフィラデルフィア（フットボールの競技場でゴール

ポストを外して）行われたそうです。ちなみに、１チームは７名、相手チームのエンドゾーン

内でフリスビーをキャッチすると得点です（分かりやすい!）。

フリスビーの原型となるゲームが始まったのは第二次世界大戦の前、名称が登録された

のが50年代。ゲームとしてルールの確立が図られたのが60年代だそうです。

そして、プロリーグ（MLU）が始まったのは昨年です（もうひとつ別の推進団体もあるよう

ですが）。

関連産業もあります。オフィシャル・ウェアやコーチ用のアプリとか。

今のところは、大きなスポンサーもつかず、地味な存在ですが（「Unlike basketball and 

baseball, ultimate has no millionaire stars—players get modest stipends and travel 

expenses.」）、分かりませんよ。ビッグになったこんなスポーツもあるから（「Chucking a 

Frisbee about may seem frivolous to some—but there was a time when throwing 

a big orange ball through a hoop was also seen as just a bit of pleasant exercise, 

and no way to make a living.」）
