「英語にハマりませんか？」No.45

お堅い「Foreign Affairs」、今回はクリーンエネルギーの最終回です！

 

前回は、「米国政府は、既存のエネルギーと競争可能なクリーンエネルギー技術に思い切って

投資すべき。そうすることで民間も付いてくる」といった感じでした。その続きです。

 

 

p.119

技術の実用化における資金の需給ギャップを低減する方法として、政府は新技術開発に伴う

財務上のリスクを下げる努力をすべきであるとして、

 

「It can do so in a variety of ways, including by improving and expanding loan guarantee

programs…….」

 

細かいですが、includingの後に動名詞文を続けてもOKなのですね。

「loan guarantees have already proved essential to promising large-scale solar power

projects …….」

 

なかでも、融資保証は、欠かせない存在であることが既に実証されているようです。

 

返す刀で現状批判：

 

「The existing programs have been fraught with administrative difficulties ... partly

because they formally sit within the Department of Energy and must comply with budget

rules that discourage the risk taking that is essential to innovation.」

 

これは、似たようなシチュエーションで使える文章ですね。

 

「formally sit within」というのは、がっちり組織に組み込まれているということでしょうね。

従って、予算のルールに合致しなければならない。「administrative difficulties」というのは、

私だと「obstacles」と言いたくなります。

 
 

「The one-time $10 billion capitalization needed for this program has made budget hawks

balk, even though extending Section 1603 through 2011 will cost at least as much」

 

 

「bark」かなと思ったら、「balk」です（驚かせる、失望させるというニュアンス、もうひとつ

ピンとこない）。「budget hawks」というのはイメージが浮かびますね。鷲鼻のおやじ！

それから、クリーンエネルギーに専念する機関の創設も提案します。

 

「Creating CEDA, which is long overdue, would be one way of allowing the government

to provide more nimble support testing and deploying technologies…..」

 

「Long overdue」というのは皮肉たっぷりですが、「nimble support」（より適切な、では弱い。

すばやく、的を得た)、これいいですね！　普及はdeployか。（普及のために活動していくという

感じですね）

 

 

p.119-120

最後のパラグラフですが、政策提言的な発言はこう書くべしという見本かなと思います。

 

最初にどんと提言や問題提起をしてそれを展開みたいなおなじみのパターンですが、

やっぱりゆっくり読み込んでいくと勉強になります。

 

気が付いたのですが、こういう文章は、今やっている暗記してそのまま打ち込む練習でなかなか

入りが悪いです。それはあまりコンテクストを理解していない証かなと言えるが、抽象的すぎて

具体的なイメージがつかめないから（例も無いし）という要素もあるようです。

3番目の改善点として、

 

「The U.S. government must do more to engage with emerging markets, which is where

most of the growth in energy consumption …. will occur in the future. 」

 

「engage with」というのはえらくさらっとした表現という感じを受けます。関わっていく、関係を

築いていくということでしょうが。

 

その後で「launching cross-border partnerships …」という表現が出てきます。

「The U.S. government should encourage U.S. firms to spend funds from government

-sponsored clean-energy research on joint projects with foreign companies.」

 

という具体的な提言が出てきますが、米政府の負担を減らすという意味合いもあるのかな。

あるいは、自前の技術にこだわりすぎないで（「Not invented here」という表現がありましたな。）。

現在の共同プロジェクトについては、

 

「These partnerships remain small, and they are prone to focus on topics, such as

intellectual property rights, which arouse passions but are not the main obstacles to

innovation today.」

 

と批判しています。

 

内容自体に重要性はあまりないが、この表現は面白いです。

「どうも、知的財産権のように、議論が白熱しやすいが、技術革新の主な障害とは言えない

ような問題に焦点が当たりがちである」ということです。

 

特に、中国については重要なパートナーであるとして、その理由として

 

「advanced nuclear energy …. and other pivotal innovations in clean energy are likely

to be much cheaper to build and easier to test there than elsewhere.」

 

としています。

「there than elsewhere」というのはうまい表現ですね。

 

組めるところと組んだ方がよいとして、

 

「Ultimately, open global markets are the best platform for U.S. innovation to create jobs

and solve global problems …..」

 

と結論づけていますが、このプラットフォームというのがもうひとつ分からない。

基盤になり得るということですかね。

最後の結論（Crisis and Opportunity）は、

 

「Big changes in the energy industry do not happen overnight」とありきたりな表現ですが、

 

「The bold goals of energy independence and of radically shifting to renewable energy

may be attractive to politicians who prize what is popular over what actually works

in the long run.」

 

という展開です。

 

「prize」－重視する、評価するということですね。

May beとなっていますが、人気取りが好きな政治家にとっては魅力的に映るかもしれない。

最終的にはこれまでの議論の繰り返し/まとめになります。

 

「Short-term motivations have created boom-bust patterns that have hurt the clean-energy

industry; they have produced business models that depend too much on subsidies and on

technologies that cannot compete at scale with conventional technology.」

 
 

そして、クリーンエネルギー産業は危機（crisis）的状況にあるが、同時に米国政府にとっては

明日に目を向けた技術革新に力を入れる機会となっているという結びの後に、この殺し文句

です。

 

「 ...... Such a strategy will be politically difficult to carry out in these times of shrinking

government budgets. But these are also the times for making tough choices.」
